New Program Proposals

Read the Guide to New Program Development before beginning a new program proposal.

In Curriculum, select the "2026-2027 New Program Proposal - Undergraduate and Graduate" form.

This form has two parts: You will fill out Part 1 first, then 'validate and launch' the proposal. After Part 1 has been approved, you will be prompted to fill out Part 2.

Before admissions to any new program, the Academic Guide page must be approved and ready for publication. Please see the Academic Guide resources webpage for the publication schedule.

Program Revisions

  1. In Curriculum, fill out the "2026-2027 Program Revision" form.
  2. After all forms are submitted, they will be reviewed by Undergraduate Education (UE) or the Graduate School (GS). 
  3. Faculty Senate approval of the proposed new program: please see the Faculty Senate Bylaws for more details on the Senate approval process for new degree programs.
  4. UE or GS will organize and send the required forms to SUNY for review.
  5. If the SUNY System approves the proposed degree program, it will be sent to the State Education Department for approval. Either SUNY or NYSED may raise revisions or questions. UE and/or GS will send any revisions. 
  6. NYSED needs to approve and register the changes before we can offer the updated curriculum.
  7. NYSED needs to approve and register the changes before we can offer the updated curriculum.  Our system will notify important stakeholders of approvals, including OIR, Student Records, OGRA, etc. 
  8. You must update the Academic Guide before students can be enrolled in the revised program curriculum.

Combined and Double Degree Programs

  1. Completion of the Combined Degree Program or Double Degree Program Form on MC Curriculum .
  2. Review by the Graduate School (GS) to ensure that all University policies have been met.
  3. Approval by the University-wide Program Review Committee;
  4. Reporting of the new program to the Faculty Senate Executive Committee;
    Listing on the Graduate School and program websites.
  5. You must update the Academic Guide before students can be enrolled in the revised program curriculum.

Please note this is only for programs that do not lead to licensure. All professional/licensure degree programs must go through traditional program revision and are subject to SUNY and NYSED approval.

Microcredential Proposals

  • Complete the microcredential proposal form in Modern Campus Curriculum.
  • Department approval of the proposed new microcredential.
  • School/college approval of the proposed new microcredential.
    • Credit-Bearing Microcredentials:
      • Microcredential Committee approves the proposed microcredential.
      • Undergraduate Education and/or the Graduate Council approves the proposed microcredential.
      • Faculty Senate Program Review Committee approves the proposed microcredential.
      • Faculty Senate Executive Committee approves the proposed microcredential.
    • Non-credit microcredentials proposals are reviewed and approved by the Microcredential Committee.
  • Microcredential Committee Chair/Office of Workforce Development finalizes approved microcredentials and confirms any required updates to the Academic Guide.
